The 2026 EU Mobility Package & smart-tachograph mandate
From 1 July 2026, vehicles over 2.5 t in international transport need a smart tachograph. Here’s what fleets must do.

What is changing
The Mobility Package is a set of EU reforms to road-transport rules covering driving time, posting of drivers and vehicle monitoring. A key 2026 milestone extends the smart-tachograph requirement to vehicles over 2.5 tonnes used in international transport or cabotage.
Many operators of vans and light trucks who were previously out of scope will now need compliant devices and processes.
Who it affects
If you run vehicles between 2.5 and 3.5 tonnes across borders, or on cabotage operations, this is likely to apply to you. Domestic-only light operations remain treated differently, but the trend is toward broader coverage.
How to prepare
Confirm which of your vehicles fall in scope, plan tachograph fitment where required, and, just as importantly, make sure your planning respects 561/2006 driving and rest limits so the new monitoring doesn’t surface infringements you could have avoided.
FleetlySolutions helps on the planning side: routes come with a compliant rest schedule, so the commercial plan and the legal plan are the same plan.
